SERIES 1943 Japanese occupation forces arrived in Leyte on May 24, 1942, setting up garrisons at Tacloban (the capital) and Ormoc.
Of the 1,800 USAFFE troops in Leyte, less than one third surrendered.
As the Japanese began to hunt down unsurrendered USAFFE soldiers, small bands of ex-USAFFE began to ambush Japanese patrols. In northern and western Leyte four major groups came into being, two of which were loosely affiliated with Col. Peralta's IV Philippine Corps (see Iloilo). There were also numerous smaller groups, particularly in southern Leyte. Several attempts at unification met with failure.
Lt. Col. Ruperto K. Kangleon who was released from the Butuan prison camp was approached by leaders of some of the smaller guerrilla groups who suggested that he should take over command to put an end to the rivalry among them.
